What is laws?
Laws are rules that everyone or organization in society must obey.
It is a set of rules that everyone should accept and obey. It restricts the ways, government, organizations and individuals can exercise their powers. It prevents them from abusing their powers so as to preserve justice and protect the interests and rights of the public.
How is law-making in Hong Kong?
a. In Hong Kong, all bills proposed by government departments or the public have to be read, considered and pass in the Legislative Council.
b. Bill will only take effect after they are signed and approved by the Chief Executive (總統).
What is the status of Goddess Themis at the Legislative Council Building?
a. Eye covered – impartiality/independence
b. A balance in right hand – Fairness and equality
c. A sword in right left hand – Striving for justice
What is the rule of law?
a. It is the legality of law. The government, organizations and individuals all have to operate within the boundary of laws and the judicial decision made by independent courts.

The two main laws in HK are the Basic Law and Common Law.
