Yes, that's true. There's a resolution passed in March 2005 (or 2006, not too sure) by the United Nation confirming that simplified Chinese characters is the only official Chinese characters in UN. 2008 was chosen probably because of the Olympic Game in Beijing to be held in 2008. By that time more people will come to know China (PRC), Chinese people, their culture and their langauge.
The change is because there are more people using simplified version Chinese characters, 1.3 billion people in PRC and the people in Singapore!

No, in HK we could still use traditional Chinese characters in our books cause there is a "50 years no change guarantee" which means no change of our basic written language. Other places using traditional Chinese characters are Macau, Taiwan and Korea. Actually the Chinese characters used in Japan are not the same as traditional Chinese characters.
