當然啦, what the hell係可以用黎罵人,不過,好多時外國人(尤其是唔係太粗俗既人)都唔係咁用...look below

what the hell 有3個用法:
1.用於句子中間,用what係一樣,只係加強語氣,有d粗俗
e.g. What is going on?變成 What the hell is going on????
多數係見到一d唔好既野,罵人既時候話: 到底發生咩事????

2.就咁講what the hell?
係用黎表示佢唔可以相信一d好誇張/離譜既野
e.g.
A: Sorry, I crashed your car last night.
B: What the hell???
注意,這個講法個what字同個the字都會拉得比較長

以上2個用法,樓上既人都有講過喇, 但係,其實好多人講what the hell係用在第3個用法
3. 都係就咁講what the hell,不過個意思係: 死就死啦!!
這個用法幾時用呢?多數係人地叫你做一樣你唔係好敢既野,你有d心大心細,最後決定做,你就會話: what the hell! (好啦, 死就死啦!!)
e.g.
A: Let's go ice-skiing this weekend??
B:umm......what the hell! I'll go!

咁既用法其實係非常common,又唔係罵人,係一個比較唔粗俗既用法
