The actual fiscal reserve is much larger than the estimated reserves for the budget 2006/2007 because of the following reasons.
1.Income due to investment
2.Stamp duty
3.Price of land
4.Profit tax
5.Salary tax
6.The government spent less money than their estimation.

Though there are fiscal reserves for 2006/2007 and the coming fiscal years, the major problem is that the tax base (sources of tax revenue and number of tax payers) is very narrow. Describe the situation for the year 2006/2007.
There are only 9 kinds of taxes in Hong Kong.

What can the government do to widen the tax base o Hong Kong. Suggest some possible ways.
