Depends on your personal preference. If you like the attractions in SF more , go to SF. If you like those in LA, go to LA. The most popular attractions in SF: Golden Gate Bridge, Alcatraz, Fisherman's Wharf, Cable Car, Crook Street. Other good ones are : Muirwood National Park, a walk in downtown area. The most popular attractions in LA: Disneyland, Universal Studio, Hollywood. If you join local tour you probably don't need to drive. In general public transport in the US are not as convenient as those in Asia. Taxis are rare. Driving is the most convenient. SF has better public transport compared to LA. But from tourists point of view, some attractions are out of reach if you rely on public transport only. You can book local tour after arriving. They usually leave everyday.Try search travelocity. SF is a large city and LA is huge. You have to be more specific in your search.

i live in SF. let me try to help u out.

1. to me, i would pick LA. just simply becoz of Disney & Universal Studio. in SF. not much to see other than Piers, Golden Gate Bridges, etc.... LA gotta be a better choice.

2. if you have a driver's license, why don't you drive? a lot easier than looking for buses & a lot cheaper than taking a cab.

3. not sure about LA public transit. i always drive there. in SF, buses and cabs are everywhere. u don't have to drive , if you don't want to in SF. u can always take a cab to those landmarks, tourist spots, etc.

4. seems u can speak english, no need to waste money on local tour guide, in my opinion. just do a little research before you come, or just simply pick up some tourist booklets from local hotels.

5. always look for the magic word "motel" "inn". priceline.com could be a very good choice for u. or try travelocity.com. but i think priceline is a better bet.

have a nice trip to LA. if you decide to come to SF instead. to show a little appreciation, just stand in china town and yell out "kenny, i love u " = )
just kidding. enjoy your vacation, sweetie.
