I think not, it's because PLA have better training, better weapons(裝備) and they are ARMY, not police. HKP is a POLICE FORCE, they have not enough power to fight against PLA.
Although HKP have more people, more .38(lol), more pepper sperad(lol), but HKP don't know how to fight in a real battlefiled, but, HKP can call other force to help them ( like SDU)But, can help nothing:).
