the Sum of Each Segment = 42

so

the numbers are:

18 13 15 13 14 12 16 x (just symmetrical)
x 15 13 14 13 16 16 18 (just symmetrical)
y 14 14 15 15 14 14 y (just symmetrical)

Therefore, x+y = 24 (because 42-18) (Sum of a segment)
And, 101+x = 86 + 2y (Sum of Outside or middle circle)
2y - x = 25 (Sum of inner circle)

Solving the equation,

x = 23/3, and y = 49/3

As the question does NOT need the numbers are integer, so I think this solution is OK
