If u want to change in Hong Kong, the only two bank can doing this services (HSBC and Hang Seng Bank), but u need have account holder with them if you not u will have sub-charge 50 Hong Kong per transriaction

But I really suggest you exchange money in TAIPEI AIRPORT they ahve a better exchange rate than HSBC becuase I been TAIWAN last year in SEptember (at that time when i exchange rate in Taipei airport 4.81 and Hong Kong HSBC 4.6) so u can think about that and up to you
