A: We will hire a good band and order a variety of food. Good food and good music are important at such a function.
B: That’s true but we will look at our budget first before planning anything grand.
A: I have came up with a wonderful idea already. To cut costs, we *have had our own college band to perform at our graduation.
*我用(have had)是因為,我認為這個our own college band是一直都存在的,不是將會有的,所以我沒用future tense ,可是也錯了.

朋友,問題不是出自perform也不是出自our own college band,而是用甚麼時代,而被To cut costs這句獨立不定詞(Absolute Infinitive),獨立不定詞是表條件的副詞不定詞的一種。獨立不定詞意思上的主詞為說話者,所以不妨用If I(or We)...去思考它即可。
如:To tell the truth, he is a liar=If I tell you the truth, he is a liar.
明白了獨立不定詞的用法後,你就明白To cut costs是表條件的說話,意即如果我們想減低成本:既然減低成本是一句對未來的假設,那麼我們就需要怎樣做也必須是未來的事,所以要用To cut costs, we will have...或To cut costs, we should...或To cut costs, we can...

because in the sentence, the meaning should be:
in the coming up performance at graduation, the college band can perform in order to cut costs.
the performance is in the future, which is: HAVE NOT HAPPENED YET, therefore you should use future tense

the correct sentence could be:
I have came up with a wonderful idea already. To cut costs, we can have our own college band to perform at our gradutaion.
