英文沒有這個terms. 但有一句很合「半桶水」的意味:
Mr. 70 percent (凡事只做七成)

「半桶水」= "half of a bucket" as a word for word traslation but as a slang, there isn't one in English, you could use words like beginner, amateur, trainee, apprentice etc. or "he only knows half of his shit" 也 可.
