The first thing you need to do is to battle all the gym leaders, there are 24 gym leaders. 8 Kanto gymleaders, 8 Johto gymleaders and 8 Hoenn gymleaders. You need to battle the two sets of Elite Fours too. After that, legendary pokemons will appear randomly, you need to be patient though.

deafeat all the Gym leader,then do the same thing to all the Elite Four

First, you have to win all the Gym Leaders, and train your pokemon well.
Then, you need to win all the Elite Fours, they all have lvl 100 pokemon.
After that, you can go around the map and catch Legendary pokemon.
My friend told me that every lehendary pokemon is more than lvl 50 once you see it.
