2. XX is committed to build a globally competitive operation with its good corporate structure and international management team.

actually I want to know which one is correct....some ppl said both are correct but usually to 之後應該唔會加"ing" ga ma....
can anyone tell me when I can use ing form after "to"?

both of them are correct but they do have different meanings.
no. 2 is commonly known as the ability and the willingness to do it.
no. 1. is commonly used for abstracts of doing something. You can imagine to the re-writing of
XX is committed to the building up of a globally competitive operation with its good corporate structure and international management team.

再簡化成 no. 1. 便是。
