The population of 270A is very unstable and relatively small(i think),so how to change this situation?Anyboby can help me?

Why you think Fanling and Sheung Shui have unstable population. I think all area for 270A via are so many potential passenger. Because of no bus from Wah Ming and Ka Fuk to Jordan and Yau Ma Tei. I can't understand what situation for 270A to improve. You mean the bus frequency or routing of 270A.
