Plot Outline:Batman now faces the Penguin - a warped and deformed individual who is intent on being accepted into Gotham society. Crooked businessman Max Schreck is coerced into helping him become Mayor of Gotham and they both attempt to expose Batman in a different light. Earlier however, Selina Kyle, Max's secretary, is thrown from the top of a building and is transformed into Catwoman - a mysterious figure who has the same personality disorder as Batman. Batman must attempt to clear his name, all the time deciding just what must be done with the Catwoman.

The story begins at Christmas time in Gotham, as the ambitious but ruthless business tycoon Max Shreck gives a speech at a treelighting ceremony. However, the speech is soon disrupted by a criminal group called the Red Triangle Circus. Although Batman is summoned and is able to restore order, Shreck is kidnapped admist the chaos and is brought to their leader, a short, deformed man known as "The Penguin". The Penguin informs Shreck of the reason he has taken him: he wishes to return to the society of Gotham, and he wants Shreck to help him achieve this. Shreck is skeptical, but the Penguin blackmails him with incriminating evidence of his more dubious business practices.
