If an object(eg.a light bulb) is short circuited,is there any voltage across it??

In general, there is not Voltage in a short circuit and the wiring is considered as 0 resistance.
But practically, there is a very little resistance because of the wiring.

theoretically yes. The voltage different will be very little, and usually, it is not counted.

no. Most of the time due to the accuracy of the equipment, large current implies less sensitivity, the voltage difference is not detected.
