If I remember correctly, lavender is traditionally cut by August 15. I'd say August before the 15th would be a good time to visit Provence. Rent a car and drive around the Provençal countryside - be sure to avoid highways and take the country roads instead or else you'd miss everything (vineyards, antique fair, lavender fields, rustic restaurents, etc.)!
