Most of the Mainland tourists think that Hong kong is not a shopping paradise because some jewelry retailers have sold them counterfeit products , which are under-value or greatly below the market prices . I think that the Hong Kong government must deal with the problem positively and quickly in order not to influence the tourism industry ; otherwise, the image of Hong Kong as a shopping paradise would be damaged at all . As a result , Hong Kong would not attract more tourists from the Mainland or other countries in the near future . Above all, the Hong Kong government must take effective measures to fight the dishonest business practices . Hope this helps !
