because of migration...What is migration?
People may move to another city or country to work or live.This movement of people from one place to another is called migration.When there are more people moving in than moving out,the population of a place will increase.

rate of natural increase
= birth rate - death rate
negative natural rate means death > birth
total pop. increase
= natural increase + immigration
when the immi. is great, even natural is negative,
total population will increase
