No, many ionic compounds are insoluble. like AgCl, CaSO4, BaSO4, Ag2Cr2O7 ........
an ionic compound containing ions at fixed position at room temperature and pressure .
Yes, because they are solid at room temperature, if their position is not fixed, they can move and becomes a fluid.
