In normal pressure,
if there is sufficient oxygen,
carbon monoxide will be firstly formed:
2C(s) + O2(g) = 2CO (g)

1.Only a small amount of heat is produced in the result of incomplete combusion.

2.the eletroconfiguration of CO is
-C=O+
one covalent bond is formed by donating 2 electrons from oxygen.

Then, CO reacts with oxygen to form CO2:
2CO(s) + O2(g) = CO2(g)

1.A very great amount of heat is produced in this reaction

2.the eletroconfiguration of CO2 is
O=C=O
which is linear in shape

Besides, under high pressure,
Carbon powder would react exposively with oxygen.

C(s) + O2(g) = CO2(g)

do you mean burn the carbon powder?
burn: with oxygen
heat: without oxygen

when carbon powder heat with strong heat
i think nothing occur (not sure)

when carbon powder burns with oxygen strongly
and the amount of oxygen is sufficient
carbon dioxide will be formed
C + O2 → CO2
to test CO2, pass the gas formed into limewater
the colour of limewater will change from colourless to milky

when the amount of oxygen is not sufficient
or, the carbon doesn't react completely
carbon monoxide will also be produced
2C + O2 → 2CO
to test CO, pass the gas formed into citrated blood (e.g. chicken blood)
the colour of the citrated blood will change from blood red to cherry red

ususally, both CO2 and CO will form together when carbon powder is burnt

If there is sufficient Oxygen,
C(s)+O2(g) = CO2(g)
carbon dioxide will be formed.
OR if there is insufficient oxygen,
2C(s)+)O2(g) = 2CO (g)
carbon monoxide will be formed.
