保 護 瀕 危 動 植 物 物 種 條 例


本 港 已 制 定 香 港 法 例 第 586章 《 保 護 瀕 危 動 植 物 物 種 條 例 》 (該 條 例 )， 履 行 《 公 約 》 的 規 定。 該 條 例 規 定 ， 凡 進 口 、 從 公 海 引 進 、 出 口 、 再 出 口 或 管 有 列 明 物 種 的 標 本 ， 不 論 屬 活 體 的 、 死 體 的 、 其 部 分 或 衍 生 物 （ 包 括 藥 物 ） ， 均 須 事 先 申 領 漁 農 自 然 護 理 署 (本 署 )發 出 的 許 可 證 。 法 例 亦 指 明 在 某 些 情 況 下 准 予 進 行 列 明 物 種 的 交 易 ， 而 無 需 申 領 許 可 證 。 有 關 的 管 制 制 度 大 致 上 參 照 《 公 約 》 的 規 定 。



Protection of Endangered Species of Animals and Plants Ordinance


The Protection of Endangered Species of Animals and Plants Ordinance (the Ordinance), Cap. 586, is the local legislation which gives effect to CITES in Hong Kong #. The Ordinance requires a licence to be issued in advance by the Agriculture, Fisheries and Conservation Department (this Department) for the import, introduction from the sea, export, re-export or possession of specimens of a scheduled species, whether alive, dead, its parts or derivatives (including medicines). The Ordinance also specifies the circumstances under which no licence is required for trade in endangered species. The control regime follows closely the requirements under CITES.

《 公 約 》 按 物 種 受 國 際 貿 易 威 脅 的 程 度 ， 將 三 萬 多 種 瀕 危 動 植 物 分 別 列 入 3 個 附 錄 內 。

附 錄 I 包 括 超 過 800 個 瀕 臨 絕 種 的 高 度 瀕 危 物 種 。 這 些 野 生 品 種 的 商 業 性 貿 易 已 被 禁 止 。 為 商 業 目 的 而 圈 養 繁 殖 的 動 物 （ 而 該 圈 養 繁 殖 作 業 已 在 《 公 約 》 註 冊 ） ， 以 及 為 商 業 目 的 而 人 工 培 植 的 植 物 ， 一 概 被 視 為 附 錄 II 物 種 。

附 錄 II 列 出 超 過 32 000 種 物 種 ， 牠 們 目 前 雖 未 瀕 危 絕 種 ， 但 如 對 其 貿 易 不 嚴 加 管 理 ， 便 可 能 變 成 有 絕 種 危 險 。 這 些 物 種 可 以 貿 易 ， 但 受 到 許 可 證 制 度 管 制 。

附 錄 III 的 物 種 為 個 別 締 約 國 認 為 要 求 國 際 合 作 管 制 其 貿 易 的 物 種 。 這 些 物 種 的 貿 易 必 須 附 有 准 許 證 或 來 源 地 證 明 書 。



CITES = "Convention on International Trade in Endangered Species of Wild Fauna and Flora"

Depending on the degree of threat posed by international trade, CITES classifies over 30,000 endangered species of animals and plants into three Appendices.

Appendix I includes over 800 highly endangered species threatened with extinction. Commercial trade in specimens of these species is prohibited. Appendix I captive-bred animals from CITES registered operations and artificially propagated plants bred/propagated for commercial purposes are treated as Appendix II specimens.

Appendix II lists over 32 000 species which are not presently threatened with extinction but may become so unless trade is controlled. Their trade is allowed but subject to licensing controls.

Appendix III species are species identified by any Party to CITES as requiring cooperation in controlling their trade. Their trade is subject to permits or certificates of origin.

There aren't any 'endanger animals'.
Endangered animals are animal species which face a crisis of survival due to habitat, food, etc. Most of the present endangered species are endangered because of human activity, such as the generation of electricity, which causes global warming thus harming their habitats.

If you want examples, I can tell you some. Rhinoceros, Chinese White Dolphins, whales, giant pandas... many more to go.

Endanger animals means all species which are nearly extincted.
But they are still appear in the earth till now.

some common endanger animals are "Chinese White Dophins", "Romer's Tree Fork",
"Black Face Spoonbill".

Few solutions to prevent them from extinct are forbid hunting them, or reproduced by artificial fertilization, conserve our enviroment.
