怎樣才可以解决亂碼?????

你可以進入 control panel -> Region & Language Setting, try setting format and location tab to chinese and finally choose System Management Tab -> Change Chinese in non-unicode frame. then apply and close it.

I believe it will help you.

如果用notepad打字亂碼
你要先看看你輸入法的設定對與否
(即是指語語列上的國別設定)
試過一次轉左EN(US) or 中文(香港) 都係打出黎亂碼
但一轉回 中文(台灣) 就 ok了

其他下載的東西... 可以清楚講係咩?如果都係 plain text file，可以試下將個text file 用IE開然後轉編碼(encoding)

right kick mouse, 再按encoding, 選擇語言便可.
