I want to ask if i can jot notes or underline the questions during the prepartion time before the voice record is started? <

You can underline the question and read the data file (if any) during the preparation time. Jotting notes is also allowed, but writing answer directly is not suggested as you may missed out some important issue on the question and/or the data file. You have plenty of time to do so.
