For Electricity - You can apply via web site or you can phone to CLP ( for Kowloon )
www.clpgroup.com.hk / 2678 2678 or HKLamp ( for HK ) www.heh.com / 2887 3411, around 1 week before is fine.

For Gas - You can apply via web site http://www.hkcg.com / 2880 6988 or go to their outlet to apply. Around 1 week.

For water supply - You can apply via web site www.wsd.gov.hk / 2824 5000 or submit the form to Water Department, better apply 2 - 3 week before handover.

Remember to submit your ID card copy & the Agreement because normally they need the supporting document.

You can also pass your details to the property agency, they will help you to apply this.
