The swimming pool is available in THE summer only
They are both correct, you just missed out the "THE".

She said THE tour members would be staying at a new hotel which HAS a good restaurant.
HAD - is used to describe something that was one there but not anymore. so if you use HAD in this case, it would be suggesting, the restaurant is gone.

"would be staying" is similar to "will be staying", it is used to describe an event which you expect would happen.
