your friend can open a security account in security firm and apply thru' the firm. he/she can trade thru' that account.

He may apply the ipo through internet, or
if he cannot use internet and he trust you, he may give you all his information,
then you may apply for him.
if he cannot use internet and he trust you, he may give you all his information,
then you may apply for him.
