I don't know the case in London, so I can only answer you the Paris one.Mercure hotel is a brand of Accors Hotel Group (including Sofitel, Novotel, IBIS etc) So, it is a big chain hotel. You don't need to worry about its quality. I think you need to pay more than 150 euro for this hotel right?
For the area of the hotel, 75008 is the city centre of Paris. The hotel is found just 5 mins walk from the Champs-Elysees. You can shop in LV, bring all things back to hotel within 15 mins, then continue to shop in other shops !!! It's super convenient !!!!
Don't worry too much, your hotel in Paris is absolutely perfect in location!!
