Try to login in Safe Mode (f8) and see if you can recover from safe mode,
or BOOT WITH LAST KNOWN GOOD CONFIGURATION....
It looks like you have a Hardware change, for example, motherboard change
or CPU change...
otherwise, you can always use a Windows Installation boot cd and reinstall windows from formating the harddisk.
