Friend, it totally depends on the USB connection for a specific camera and the software the camera use.
However, if you want to get rid of this problem completely, I recommed you to
get a USB 2.0 card reader, so you can use the reader to connect to the PC,
and just plug in any flash memory card, SD, XD, memory stick, CF ... into that
reader, and you don't need to rely on the Camera's power and user interface .. to connect to the PC.
Then you can treat the memory card as a DRIVE, like E: , F: , G: and
drag and drop files with full freedom !
