If your daughter doesn't like English, or even afraid of it, I suggest you hire a local tutor instead of a Native one. A Native English Speaking tutor would clearly scares her off.

You can never force anyone to study English
but to cultivate the interest in English, maybe you can try to read some simple English story to her and of course the atmosphere of studying Enlgihs is very important.
Try to talk to her in English more.

In HK, if you try to hire a native English speaker to help your daughter, it would cost you too much. It may even cheaper if you try to send her overseas to study English in the summer. Trust me. It works.
