For Electricity - You can apply via web site or you can phone to CLP ( for Kowloon ) or HKLamp ( for HK ), around 1 week before is fine.

For Gas - You can apply via web site or go tp their outlet to apply. Around 1 week.

For water supply - You can apply via web site or submit the form to Water Department, better apply 2 - 3 week before handover.

Remember to submit your ID card copy & the Agreement.
