CREDIT CARD

Not sure why you need to apply for an overseas credit card. If you could get one international recognised brand credit card like Visa, American Express, it will work everywhere overseas.
There's usually restriction on issuing credit card to a non-resident. If you really need one, you could try to contact bank groups with worldwide network e.g. HSBC, Citibank and American Express.
