Can metal carbonates/hydrogencarbonate such as potassium carbonates/hydrogencarbonates react with
(1) dilute nitric acid, and
(2) concentrated nitric acid ?

The answer is "Yes" in both cases.

(1) Both metal carbonates and hydrogencarbonates can react with dilute HNO3 to give a metal salt, H2O and CO2,
i.e. 2H+(aq) + CO32-(aq) ---> H2O(l) + CO2(g)
H+(aq) + HCO3-(aq) ---> H2O(l) + CO2(g)

(2) Both metal carbonates and hydrogencarbonates will react in the same way, but at a higher rate in conc. HNO3. There are NO redox reactions between carbonate ions and nitrate ions.
