Here is a free program called "Folder Locker" you can download here to do this.http://www.download.com/Folder-Locker/3000-2092_4-10619169.html?tag=lst-6-8
If you want to put the file on Internet, you can use WinZip to zip the files or folders and use a password for the zip file. Now this zip file is protected anywhere you put it.
