go to control panel->regional and language, and make sure you said you are located in Hong Kong, and have the language pack install correctly.
if it is too troublesome, you can get NJSTAR COMMUNICATOR
from www.njstar.com
to input 繁體字

可以系...控制台>地區及語言選項>進階.....之後將再將中文(PRC)轉為中文(台灣)或中文(香港)都OK...............
