From technology perspectives, there are many differents:-
1) Wifi is a general term for wireless connection using IEE802.11 international standards, most commonly uses are 802.11a, 802.11b, & 802.11g. Its transmission speed is ranging from 11Mb/s upto 108Mb/s while the frequency range at 2.4GHz or 5GHz.
It is very common for wireless transmission between notebook, desktop, PDA, and now mobile phone, especially for high data rate application.
HKSAR annouced to increase the number of WiFi hotspots to around 3000 in coming two years (actually it can be earlier). First stage is to offer free access in public library, townhalls, etc.
Charges for WiFi service is on air-time (connection duration) or at segment in 10 mins interval, etc.
2) GPRS uses different protocol from WiFi. Transmission speeds is ranging from 128Kbps upto 384Kbps (will be even higher for latest development). It uses GSM/WCDMA frequency spectrum at 900MHz or 1800MHz etc.
It is designed for lowest speed data transmission in mobile platform due to the limited processing power of your mobile phone. In fact, GPRS can use more data channels to increase the data rate but NO operator wants to offer this plan to avoid the impact of product subsitution.
Charges for GPRS is on data transferred (normally in number of packets), and normally at HKD0.02 for 1Kbytes.
In summary, it is true that WiFi and GPRS are operating on two different platforms but can be owned by PCCW. (Wireless netvigator vs Sunday)

Not all WiFi services are 全包月費. Some operators offer on-demand service at certain $ for 10 mins interval. Or even on daily charge.
