If you want to go from Croatia to Montenegro there is Bosnia in between. Head south to Croatia a town call Spilt, I think there are buses to Montenegro. If you want to skip Bosnia you need to go via Serbia.
Also about the visa issue, what passport do you have, I think you need visa for Croatia/Bonsina/Serbia for HKSAR passport. I will suggest the following route Croatia (Zegrab) to Bonsina (Sarajeavo) then on to Montenegro. The are not many Asian traveller (or any traveller) around that area, I only meet couple in 2 weeks, mainly Korean and Japanese. It is a very special place to go.
Visa for these countries are hard or impossible to get specially in HK. If you have a BNO passport, you might just PRETENT you are from UK. Most custom officers around there will not be able to tell the different between BNO and BN. I tried that in the following counties without any problem. Romania, Bulgraia, Mecedonia, Kosavo, Serbia, Albaina and Bosnia.
