鳩 and 狗 are 不同類。鳩 is 鳥類 and 狗 is 哺乳類，so you cannot put them 一齊。

i means that someone been selfish or not willing to help anyone, not even a litter thing
e.g.
if someone is going through a door, and you are just behind him. He don't help you open it or hold it and also he shut it.
That is call 狗

改正：I would like to know what is.......先啱，狗、鳩出自本地俗話九唔搭八形容的人做野講野離题以九唔搭八形容之，八十年代在影視行業大為流行，但在坊間亦有人借用如社團人仕借用後欲更加强語氣将九唔搭八之"狗"音以男人性器之坊間別稱(鸠)代之而有後来的鳩唔搭八而己但影視行因面對大眾總能整天鳩来鳩往吧因此在电视里的對白仍是九唔搭八這句。

In Cantonese "狗"..The meaning is the man who has bad of deed or his behavior is too bad.
