CCNA is just the first networking certification you can get only. There are a lot of Cisco certification. Get a degree in Univerisity is totally different.
Taking a networking course in university covers the basic knowledge in CCNA but not design perspective. Such as networking OSI 7 layers, data packet, routing are all covered in University course as well.
Someone who already worked for 0.5 yr and has an engineering degree, he needs 2 days to prepare CCNA. (He is a smart guy. You can imagine the course content is similar but from a different perspective. CCNA is for someone prepare to work, university course is knowledge for you to understand the mechanism.)
If there is no time and budget constraint, I suggest you have to take a degree in university. As a lot of company minimum entry requiremens are university graduate. If you need to get a job first, you can take CCNA and some Micrsoft certification and then evening class in university.
