"Talaq" means "I divorce you". If a man stay this to his wife when she is not in period, then she is divorced by her husband. Though relatively controversial and not used in Fiqh or in Shi'a Mulisms, is it a fairly commonly allow in Sunnis.
(I hope whoever using it is thoughtful, because it is so easy to regret it after... Kinda like you roll it out of your touge and u dont even mean it, but anyhow.)
