You are right!The formular is correct.
Horizontal scale is the the scale of the map.(張地圖既比例呎啊)
And then,
vertical scale
__________
horizontal scale
For example,if the verticle scale is 1:5000
the horizontal scale is 1:20000
the answer is 4
