The Health Department is looking into whether advertisements for the necklaces, costing about HK$4,000 each, are misleading and break the law.

why this sentences is not BREAKING the law??

就如上面位人兄yoghurtfruit所講
misleading係adjective(形容詞)
(原字係mislead, 動詞. 此處加ing作形容詞使用)

因為之前有whether呢個conjunction(連接詞)
所以之後既clause(句子)要有動詞(所以加are晌misleading前, 唔可以就咁用連接詞)

又因為有and做conjunction
之後又要用動詞
所以有break呢個動詞
如果變成breaking就會變成gerund(動名詞)或adjective或adverb(副詞, 但加ing變副詞用法不多), so唔可以用breaking
睇返前面個subject係advertisements, 複數主格
所以用break唔用breaks
