You condition sounds like "Calcaneal Petechiae," also known as "Black Heel", or "Talon noire". It's caused by the breaking of small blood vessels (capillaries), and the black spots are actually blood. The spots are commonly found in the skin that is in frequent contact with hard surface (heels, palms, toes). It's also more common in those who are active in sports, especially in basketball, football, tennis, etc. that requires a lot of "starts and stops".
