underway into

i saw the following sentence from the news report but i am not really understand...

"investigating officer said an investigation is underway into whether the breaking system was faulty."

the theme of the news is talking about "Driver crushed to death by his own truck in Tin Shui Wai " <---is that useful for u?

the question is, why do we need to add an "into" after underway?thz

This sentence can be rewrite as: investigating officer said a investigation into whether the braking system was faulty was underway.

When we say sth is/gets underway, we mean sth is being done. The word investigation ( as a noun) or investigate( as a verb) must always go with the preposition "into" followed by the subject of such investigation.
