Click Start -- Settings -- Control Panel -- Regional and Language Options ,
In Languages Tab, click Details - Press Add in Languages Tab, you can insert the chinese input method from here.
Make sure you have click Install files for East Asian Languages in Languages Tab.
If not, please click it first.
Finally, in Advanced -- Select a language to match the language version of the non-Unicode programs you want to use , choose Chinese (Taiwan).
Reboot then ok.
