No, it depends on where your US visa is. Both passports require you to have a US visa before travel. They consider both HKSAR Passport and BNO as Hong Kong Passport. No, you won't be mistaken as a British Citizen if you use BNO.
I am not sure about racial discrimination of the Americans, but as for immigration procedures, I can see countries outside the Visa Waiver Programme (VWP) (i.e.every countries except Western Europe+ English speaking countries+ Japan+ Singapore+ Brunei) are going thru a lot of unnecessary bureaucracy.
If your US visa is in your HKSAR Passport, then stick with it. Because you cannot transfer your US visa from one passport to another (HKSAR------>BNO), unless it is with the same nationality (HKSAR----->HKSAR) or passport expired (of course you have to pay).
Once you use that passport to enter USA, you must use the same passport throughout your stay until departure, because all infornation about you is based on that valid US visa, not the information page on your passport! (e.g. last time, I applied my Social Security No., they only took photocopy of my US visa, not my passport info page.)
