It's fine that you skip HKCEE because if you are going to get a university degree from overseas anyway. HKCEE is not that important if you have a degree.

You are right, it's depends on which subject you do. University is usually 3 years but can be more also since you only finish Form 4 in HK you will have to study high school for a few years before going to university.
