My opinion:
Outbound is important for many manufacturing plants because it relies on its output/distribution to make money. Not that inbound is not important because it also requires a smooth input of raw materials to make its output.
Inbound is important for some industries or even countries if it's in need of resources/help from others. Say an earthquake happened and the country/city is deeply in need of any kind of basics such as communication medium, food, medical supplies, money, workers... in such case, inbound is more important. Many companies are focused on disaster recovery efforts. They are also responsible for the process of rebuilding the infrastructure when the victim country is back to its feet. Another example is construction company - it needs materials to make buildings. See the trucks in HK driving around all the time?
