According to the Government's statements, it demolished the Star Ferry Pier in Central sa as to accomplish its plan of reclamation in Central. The action was one part of the reclamation project which, according to the Government, was to get more land to build a road extending from Central to Wan Chai along the new coastal line after reclamation. After finishing the project, the road could bypass the traffic jam in today's core business areas in Central, Admiralty and Wan Chai. The reclamation project also emphasize the building of some recreation areas in order to gain more public support.

To those who opposed the plan, they stated that the Star Farry Pier was one of their memories in history. The Pier, afterall, bore a 49 years' history in Central, seeing the development of the territory, from 1960s to the beginning of the twenty-first century. Some of them even expressed that the Pier was an essential part in Central together with the Queen's Pier and the City Hall. Some others opposed the plan because of the opposition of the Government's reclamation project. They said that the Government did not aim at relieving the problem of traffic jam in the island's northern costal region but to gain more land to expand the business areas in Central. In this way the Treasury could make a good fortune in the form of tax and sales of landpieces.
