Hello St Andrews is a small town (population ~18,000) in Scotland which is pretty far up north, on the east coast. The university has a very good reputation both nationally and internationally. Accoording to The Times Good University Guide 2005 the university ranked 7th in UK. I assume International Relations is under the subject Politics, in that case their ranking by subject (Politics) was also the 7th in the UK. They also have an excellent Research Assessment Exercise rating (good if you are doing research). Their entry requirements are high as a result of their reputation, which on average is AAB. Just to mention, Price William of Wales is also an alumni of the uni, doing geography.
Hope this helps :)
